Rejoice Evermore - firtsly what it does not mean; it isn't simply to be happy, to be ultra holy or rejoicing in what we have now.

Secondly what it is to rejoice evermore. mainly to know with Paul who learnt to be content. It is learning contentment and reflecting on God's goodness in our lives.
