The writer of Hebrews, in chapter 9:6-18, explores the distinction of the tabernacle's two sections, the Holy Place and the Most Holy Place. The Old Covenant administration involved earthly worship and priestly duties, the more common in the first section and the more holy, sacred, and rare second.
Particularly, the high priest knew the dangerous nature of his work when he went into the most holy place. Yet, it was necessary because it covered all the sins of the people for the year.
However, the next year, this would have to be repeated. And the writer points out that as long as the old covenant and tabernacle had legal standing that this endless cycle of sacrifices would have to continue.
