Our mind is the means by which we are exposed to the revelation of God, and revelation from God. Reception or rejection of that revelation takes place through the mind and then directly comes to bear on all of aspects life.
There is a profound difference between the mind of the believer and the unbeliever. The mind of the unbeliever is depraved, futile and unable to comprehend God and His revelation. The mind of the believer has been made new and is able to recognize, understand and obey the revelation of God.
What Paul is stressing is the absolute necessity of the functioning of mind of the believer, in all aspects of life, including worship and service.
In the exercise of the gift of speaking in tongures, sometimes the individual doing the speaking was also able to interpret for various hearers and sometimes this was a separate giftedness.
