This is Part 2 of what we started last week in chapter 28 on the chastisement of Ephraim and Judah for not believing the LORD will keep them. This week in chapter 29, the LORD turns HIs attention on the Levites who controlled the temple and the place of worship and were the source of teaching in Jerusalem, promising them He will not forsake them in spite of their rebellion. Nevertheless, "the wisdom of their wise men shall perish and the understanding of their prudent men shall be hid."
