I)The Decree of Marriage

II) The Devine Ideal.
This Divine Ideal was mandated in the OT, to people who could not live up to God's standards. Today, people still cannot and will not submit to the divine ideal for marriage, because it is God's plan for marriage and only His Elect will want to live up to this high and lofty standard.
Jesus was not adding to the divine law, or the divine ideal, He was simply making it clear to the people that if they had a problem with the standard, it was with God not Jesus.
