God Is Faithful

An assembly of all Israel, probably at Shiloh (18:1; 19:51; 21:2), was addressed by Joshua in his old age (verses 1-2, 14). This and the following chapter take up the major hortatory themes of chapter 1 and apply them to Israel in light of the substantial fulfillment of God's promises. The framework of the book (chapters 1, 23-24) conveys the purpose of the whole; namely, an exhortation to faithful obedience based on the complete faithfulness of God to his promises.
