Mercy is doing an act of kindness to someone who doesn't deserve it. If they could earn it, then it wouldn't be mercy. While we were dead - separated from God, he made us alive. It is all an act of God - you cannot ask a spiritually dead man to do anything to save himself.
Until man is made alive spiritually his purpose is frustrated.
